There are lots and lots and lots of public officials about who are given powers by law to use to enable them to carry out their duties, and the general rule is that the rest of us have to just comply whether we like it not.
These powers are however given to them for public purposes, not for their own purposes. In other words they can only use their powers to forward the purposes for which they have the post, not just because they feel like it.
So to take a practical example, a policeman is entitled to park on double yellow lines if he wants to in the course of carrying out his duties. On the other hand if he fancies parking on double yellow lines whilst on a shopping trip just for convenience, that's not allowed. And the fact that he just happens to be a policeman during his working hours is irrelevant. He is mis-using his public powers and he can be held to account for that.
If a member of the public loses out because of this misuse of a public power then they are entitled to claim compensation, and the claim that they make is for what is called Misfeasance in Public Office. We can advise further on this.
