Chancel repair liability is something that attaches to some houses that are near to some parish churches. The idea is that way back in the dim and distant times of the middle ages these houses would have brought with them an obligation to contribute to the building of the local church and its repair. So these liabilities still exist today, it's just that everybody had forgotten about them in the meantime.
