In courts the general rule tends to be that the loser will be ordered to pay towards the legal costs of the winner, but in tribunals the general rule tends to be that nobody will be ordered to pay towards anybody's costs.
These general principles are however subject to exceptions. For example, if a party is deemed by a court or tribunal to have behaved in a particularly bad manner in the course of litigation then they can be penalised for that in the form of an order to pay costs even if they win the case.
Bear in mind that in any event these are just general principles, they are not rules. Ultimately any court or tribunal can make any order in relation to costs it wants at its entire discretion. In that sense, there are no 'rules' at all in relation to costs.
